ABK Lower Dibang Valley unit demands expedition of investigation
ITANAGAR, Aug 6: The Adi Baane Kebang Lower Dibang Valley District unit has written to deputy commissioner Lower Dibang Valley drawing his attention towards mysterious death of one Nong Pertin, who was found dead at Bhismaknagar.ABK district unit in its letter stated that, “The death of Late Nong Pertin remains a mysterious one as his motorcycle was recovered from Shantipur (Podumpukuri) and his dead body was found at Bhismaknagar. MLA visits injured passengers at GH Pasighat

Society submits memo to DC
KHONSA, Aug 6: All Tutsa Welfare Society submitted memorandum to the Tirap Deputy Commissioner today demanding immediate arrest of the culprit involved in the cold blooded murder of Khunwang Kitnya of Thungjang village under Lazu Circle in Tirap district on August 4 at Ziro in Lower Subansiri District. The memorandum states that the murder of an innocent man had evoked anger and resentment among the Tutsas. It further states the unfortunate victim was working to earn his livelihood under the person who committed the heinous crime.
The Society strongly condemns the murder and seeks judicial enquiry and book the culprit at the earliest. The ATWS also demands compensation from the administration to the family members of the victim. The memorandum further said that such crime against innocent people would disturb the prevailing peace in the state.

PMC reviews its activities
PASIGHAT, Aug 6: A general body meeting of the Pasighat Municipal Council (PMC) was held at its conference hall here yesterday in order to assess the performance of the Council after completion of one year and to chalk out action plan for the future. The meeting presided over by chief Councillor Denong Tamuk was attended by all the officers/officials of PMC and members of the Ward Committee of various wards.
The Municipal Executive Officer Nixon Lego explained in detail about the thirteen subjects that are delegated to the Pasighat and Itanagar Municipal bodies and urged on upon all the Councillors to prepare action plan under the delegated subjects.

Continue fogging process, says ICDWA
ITANAGAR, Aug 6: Seeking prevention of further spread of Japanese Encephalitis disease, the Itanagar City Development Welfare Association (ICDWA) has requested that the state health department to continue the process of fogging in the Capital.
In its memorandum submitted to the director of health and family welfare, it blamed state government saying that the disease spread because of its negligence.

AGSU dismayed over delay in declaring HQs of Lower Siang
ITANAGAR, Aug 6: Expressing solidarity with District Demand Joint Action Committee (DDJAC), Galo Peoples Federation (GPF) and various other organizations and unions in their movement for establishment of the permanent district headquarters of Lower Siang at Sikirima and the temporary at Likabali, the All Galo Students’ Union (AGSU) has expressed dismay over inordinate delay in declaration of the place of the district headquarters by the government.
Claiming that various Galo based organizations, unions, association have identified Sikirima as permanent and Likabali as the temporary headquarters of Lower Siang and have been demanding for declaration of the same for the last many years, AGSU demanded the state government for early notification of the same to avoid any democratic movement which may hamper the development process.
“Peaceful dharna, public rally and numerous delegations, representations and memoranda submitted to the government in support of our demand resulted in nothing but hollow assurances,” rued AGSU.

Women conduct operation against ganja cultivation at Ziro valley

ZIRO, Aug 6: More than two hundred women gathered here at Subansiri Stadium yesterday to join a programme called “Bhaang Operation” spearheaded and organized by the All Arunachal Pradesh Women Welfare Society (AAPWWS) Ziro branch.
The women including Anganwadi workers, gaon burih, members of Hong Farmers Club, Siiro Farmers Club and from many women based organizations of the valley took part and destroyed large quantities of bhang (ganja) both wild and cultivated at various locations including inside the jungle of Ziro Valley.
Informing that they had carried out similar operation last year, AAPWWS Ziro branch Secretary Dusu Amer said that as per estimation the extent of bhaang cultivation in Ziro Valley is found to be lesser this year. Even then, we will continue to take up this operation till last plant is destroyed, she added and warned people not to wait for them to destroy their plant if they are cultivating it.
Talking to this correspondent, Lower Subansiri district unit Anganwadi workers Secretary Bullo Yaro categorically stated that taking up of ‘Bhaang Operation’ is just a part of their objective to make Ziro Valley a drug free zone so as to save the youth in particular and society as a whole – after all, bhaang is an addictive substance, a kind of drug which has a devastating impact on youth. Using with these kinds of additive substances, youth are getting disturbed in their academic pursuits as well as in their normal lives. So to save them, we are taking up this programme to destroy bhaang plant both cultivated and the wild to exterminate from Ziro Valley, she added. Earlier, while flagging off the “Bhaang Operation” in the morning, local MLA Tage Taki appreciated women group for taking up such kind of activities to check production of illegal substances which has adverse effect to human health and life. Their philanthropic job deserves appreciation from both people and government, he added.
Stating that destroying of ganja today by mothers is to protect the future of their children, he appealed younger folk to avoid taking such kind of addictive substances which affect normal life in many ways and also appealed farmers not to cultivate such kind of controversial plant from next year to avoid legal action.

Prof. Mibang releases biodiversity newsletter of CPEB
ITANAGAR, Aug 6: Rajiv Gandhi University (RGU) Vice Chanchellor Prof. Tamo Mibang today released the first volume of biodiversity newsletter published by Centre with Potential for Excellence in Biodiversity (CPEB), RGU.
While releasing the newsletter which highlights the activities of the CPEB, Prof Mibang said, ‘Nation is built in university classroom’, therefore, teacher/scientist and other scholar in university have a big responsibility. We have to develop work culture and only then we can make a breakthrough in research. Research which does not contribute to society is worthless, he opined and urged the researchers in the CPEB to fully explore the biological resources and develop a digital database of the natural resources of the state.
Prof. HN Sarma, Coordinator CPEB, informed that apart from biodiversity inventory and biodiversity survey, the centre has also started Advance Post Graduate Diploma in Biodiversity (APGDB) course and Ecology and Wildlife Biology paper to spawn skilled human resources for management of biodiversity of the state in future.

Noted social worker Tame Yam Natung passes away
ITANAGAR, Aug 6: Noted social worker of the state and former chairperson of the State Social Welfare Board Tame Yam Natung breathed her last this afternoon at R K Mission Hospital after prolonged illness.
Born at Hiya village in Kurung Kumey, she was a noted social worker since her school days who had always fought against social ills like child marriage, forced marriage and advocated for girl education. After completing her graduation she was associated with various social and cultural organizations across the country. Later Yam Natung was appointed as the Chairperson, Arunachal Pradesh Social Welfare Board with the status of Minister of State status during her time.
Meanwhile, Chief Minister Nabam Tuki has expressed grief over the unexpected demise of Tame Yam Natung, one of the most prolific woman activists of her time ever produced by Arunachal Pradesh, who went on to hold the prestigious post of Chairperson of the State Social Welfare Board for two consecutive terms.
Extending his condolences to the bereaved family members, particularly husband Dr Biman Natung, the Chief Minister said that Late Yam Natung will be remembered as one of the pioneers of social activism in the state, in the field of women emancipation and upliftment of the downtrodden.
“In her we have lost one of the most straightforward woman activists,” he said in a condolence message this evening.
Late Natung, besides leading the State Social Welfare Board as its Chairperson, also served as Secretary, State Council for Child Welfare.
The Chief Minister observed that because of her genuine concern for the weak and downtrodden, the government had endorsed these coveted posts to her, which she took up wholeheartedly and served the people to her utmost.
“She was a prolific writer and her contribution to the growth of VKV organization in the state will always be remembered,” Tuki said.
While praying for eternal peace of the departed activist, the Chief Minister expressed hope that the Almighty will give enough strength to the bereaved family to bear the loss.

‘Doctors instructed to mention generic names of drugs compulsorily’
ITANAGAR, Aug 6: All the medical practitioners have been instructed to mandatorily mention the generic name of a drug when they prescribe a medicine as per the directive of Supreme Court (SC), said Director of Health Services Dr. K. Nishing.
He clarified this when Arunachal Pradesh Chemist and Druggist Association (APCDA) raised the issue in a coordination meeting in the Conference Hall of the Directorate of Health Services (DHS), Naharlagun today.
With regards to demand on complete ban on propaganda cum distributor (commission based company), Dr. Nishing assured to look into the matter after consultation with the Drugs Control Administration of the State. In this regard, he requested APCDA to furnish relevant documents for obtaining approval of the Govt.

Leading the candle light march, the Dibang Adi Students Union (DASU) demanded for judicial inquiry into the death. Alleging foul play, the student union has demanded immediate arrest of the 'murderer'.
The body of Nong was found hanging in a tree, and was spotted by GREF labours working on NH52 highway. He was missing since July 26 last.
The peaceful march began from Roing Bazaar Gate around 6pm, and culminated at General Ground. A large number of people from local Adi and Mishmi community assembled at the ground to pay homage to Nong by placing candles in front of his portrait.

DSU demands ban on illegal stone crusher units, quarrying
ITANAGAR, Aug 6: Doimukh Students` Union (DSU) has urged the Papum Pare Deputy Commissioner to ban all illegal stone crusher units and quarrying along Pachin and Pare (Dikrong) rivers under Doimukh circle.
The union alleged that the owners of these stone crusher units and quarry are rampantly mining minor minerals from the rivers for the last many years violating the Arunachal Pradesh Minor Mineral Concession Rules 2002 and Environment Protection Act.

The union alleged that there are atleast six stone crusher units—both big and small—under Doimukh circle and the raw materials required for these stone crusher units are procured from Pachin and Pare Rivers. Moreover, these stone crusher units have been set up in the middle of residential areas, which is clearly violating the guidelines for setting up of stone crushing industries, the DSU said.
“Such stone crushing industries cause air and noise pollution which has become a major problem affecting public health,” the students union said. It also claimed that the State Geology & Mining Department, Government of Arunachal Pradesh has not issued any license for setting up of stone crusher units nor notified any quarry area for mining activities at Doimukh circle.
The union also alleged that some of the proprietors of stone crusher units are also using excavators for digging and extraction of minor minerals from river banks as well as river beds and has also diverted the natural course of river flow in many places. Moreover, the Highway Construction Company and Construction Company of Pare Hydro Project (NEEPCO) have also setup stone crusher units at Pare river bank for their construction activities and these companies polluted the river water by regularly dumping earth waste in the river during the working season.
The Railway Construction Company too have procured huge quantity of minor minerals from the Pachin and Pare river bank for their construction activities and extracted minor minerals in huge quantity by deploying excavators near Doimukh bridge area, the release said.
The union expressed doubt over the integrity of the AMDO & Mining Guards posted at Doimukh by the Department of Geology & Mining, Govt. of Arunachal Pradesh because even if they are aware of ongoing illegal mining activities under Doimukh circle they are reluctant to take any action against the violators and are also responsible for revenue leakage in the department.
DSU demanded the District Administration to initiate immediate ban on extraction of minor minerals from river and operation of all illegal Stone Crusher Units for the greater interest of local inhabitants and to protect the environment and to stop illegal exploitation of available natural resources of Doimukh.
Hand washing important for preventing diarrhea
ITANAGAR, Aug 6: Hand washing is the simplest and most effective way to keep diarrhea at bay, said Tawang DRCHO Dr. Lobsang Tempa.
While demonstrating the techniques of proper hand washing in a review meeting of intensified diarrhea control fortnight at Tawang yesterday, he stated that proper hand washing is the most vital part to prevent spread of infectious diseases.
District Medical Officer Dr. Wangdi Lama suggested the education department to make the six steps of hand washing in school mandatory and teach the students about the importance of proper hand washing before and after meal. He also urged the Zilla Chairperson to highlight the six steps of hand washing during the Zilla Parishad and Panchayat meetings.

Issue directive on rape cases
Dear Editor,
Through your medium I want to make an Appeal to the Chief Minister to do away with an impediment for Justice especially to rape victim(s).
Last April a non APST Bengali Carpenter was arrested on the complaint of a group of women from 2 mile area of Pasighat town. The accused was alleged with the continuous Rape of his own daughter since last one year. The daughter is just 14 years old and studying in class VI in a Government school at Pasighat. A successive Bail application was moved by the accused in the Court of the Additional District and Session Court, Eastern Session Zone, Pasighat on 4th August 2014. I was appointed as the Public Prosecutor (PP) for the same Bail Application. On the day of the Bail hearing, I told the court that it was a “rare of the rare” case and how can we even imagine an Accused in a Rape Case, who had been under judicial custody for some 95 days to be at large and allow him to live with the Victim under the same roof? Won’t it endanger the victim’s life? Won’t it trample with the evidence? Won’t it deny justice to the victim in the process?
But, the Hon’ble Judge granted Bail to the dreaded Accused stating that “I grant
the Bail due to the default of the Investigation Officer (I.O) who failed to submit
the charge sheet even after the lapse of 95 long days in a very-
Now, put to our imagination of the victim who will face that devil each and every day all over again. What will be her physical and psychological condition? Imagine the trauma she has gone through at a very tender age and will go through all her life, the pain, the anguish, the agony and the frustrations of being born to a father who is much more dangerous than even a devil stranger.
I don’t have words to explain and express how miserable I felt as a father, a brother and a thinking man inside the court that very moment when the Hon’ble Judge pronounced and granted the Bail.
I was only thinking and concerned about the poor child, whose mother also had died when she was just 2 years old by taking poison due to the repeated harassments of the ‘Devil Husband who by now has turned to a “Devil Father”. I was encumbered with the thoughts of the fate of the victim girl, her condition and her future at the mercy of her own ‘Devil Father’ that too, each and every minute of her time un till she garners courage to run away somewhere even to a strange place far away from the clutches of her father. And these despondent feelings inside, prompted me to do my part in trying to do what I could, for the safety and security of the poor little girl. I requested the Police to provide her security and now she is shifted to her maternal grandparents at Assam.
After that I met the I.O who incidentally happened to be a woman. I exploded out my anguish upon her as to why she was not sincere enough to file the charge sheet on time and being a woman that too, for a Rape of a minor? She told me that she had put up the file to the Office of the Superintendent of Police (SP), Pasighat for the approval of the SP, as is the usual norm under section 158 (1) of CrPc which states that “every report sent to a Magistrate under section 157 shall, if the state Government so directs, be submitted through such superior officer of police as the state Government, by general or special order, appoints in that behalf.
While the SP, Pasighat sat on the charge sheet with reasons best known to him, without submitting it to a Magistrate, he was directly or in directly responsible for abetting an anti social in the guise of a human being to easily get Bail in a “rare of the rarest case”.
Here lies one of the prime faults in the Criminal Justice Delivery System of India. Why do we need an unnecessary rule for an I.O to need the approval of the S.P for submitting his findings of the case before submitting it to a Magistrate? Is the I.O not competent enough to do the job? If so, why can’t the SP do it himself/herself, at least in a rape case? Can’t we strive to fast track all the procedures at least in a rape case so that, justice is done and delivered at a shorter period of time than to take years as is, in the present trend.
I sincerely pray to the chief minister to issue a directive to the IGP and all the SPs of all the Districts of the State to file the Charge Sheet by concerned I.O(s) before the stipulated time as provided under section 167 CrPc and submit it to a Magistrate than to take the approval of the SP or even if the approval of the SP is needed, it has to be done within the stipulated time and promptly and the very same day the I.O submits the report to the S.P, it has to be sent to a Magistrate by the SP on the same day itself. And, if the SP is out on a leave, the Dy SP has to be mandated to follow the same procedures. As the section 158 of the Criminal Procedure Code 1973, empowers the state govt to issue directions in this regard, why shouldn’t a welfare state do the least for the welfare of its citizens, at least in a rape case?

We have been waiting for 15 years now
Dear Editor,
The contractual Medical Laboratory Technician working under NRHM would like to bring to the notice of the Govt. and the concerned department that inspite of all our possible efforts to serve the state since long years, no one is noticing our grievances. Like every other NRHM staff, we are underpaid, though we work hard as everybody else with dedication, posted in faraway remote places trying to save every single life we can.
It has been 15 long years since we have been humbly awaiting for attention from our state Govt. to help us get regularized. The services of doctors and nurses under the same scheme has been regularized continuously by the state govt. It is a pity that state govt does not seem to notice the laboratory technicians at all.
As per the govt. of India notification vide No. 10 (37) 2011-
Atleast we deserve to be properly paid, to sustain our life in this today’s costly world . The govt. needs to consider our pitiable position.
Our state govt. has always given great emphasis and priority to education and health sectors but laboratory technician under NRHM are never given any consideration to get absorbed by our state govt.
Atmost one and a half decades has dragged in by miserly. But still there is no hint
of hope for the laboratory technicians, who are being regarded as invisible and non-

An appropriate decision
Dear Editor,
We would like to applaud the decision of the NHPC not to shift the Regional office from Itanagar to Guwahati. It is indeed quite appropriate that the Regional office should be located in the State itself as it is dealing with hydropower projects which are being carried out in the state. Shifting the office from Itanagar would have yielded a lot of disadvantage to the people of the state. The Regional Office located in Itanagar has to be accessible to the people of the state as the organisation concerns itself with power generation by tapping the hydropower potential of the state. Also, having the Regional Office within the state guarantees employment opportunities to the people of the state.
As responsible citizens of the State, we would like to thank all who have put in their endeavors to prevent the shifting of the office.
The CM Nabam Tuki and Minister of state for Home Kiren Rijiju for taking up the matter with immediate emergency. All the NGOs and Student unions who also worked towards preventing the shifting of the office are also to be applauded.

Over to IMC
Minister for UD, Town Planning, Housing, Art & Culture Pema Khandu along with Parliamentary Secretary U D Techi Kaso yesterday flagged off 18 number of Sanitation vehicles at the Directorate of UD, Itanagar. These sanitation vehicles procured under the Urban Infrastructure & Governance (UIG) component of JnNURM programme of UD was formally handed over to the Itanagar Municipal Council (IMC) to start the door to door collection of garbage in all the 30 Municipal wards of the IMC.
This is great news for the citizens of capital complex who are worried about unhygienic condition of capital. Hope IMC will make good use of these vehicles and keep capital complex neat and clean. But it is often seen that after procuring vehicles, the concern departments fails to maintain it and many stop running after few months. The 18 sanitation vehicles procured should not meet same fate. Now all eyes will be on IMC.
