GBFC & SUFC beat their opponents in 10th& 11th match of Itanagar Solung Football

ITANAGAR, Aug 6: Golgí Boté FC beat Junior Boys FC by 5-1 in first match of today’s Itanagar Solung Festival Tournament being played at RGGP College ground, Itanagar.

Batong Perme scored two goals, Tajing Bonung, Oyin Pajing, Tom Lego scored one goal each for GBFC while Ali Tayeng scored a single goal for Junior Boys FC.

In the second match,  Solung United FC defeated Mebobian FC by 4-1. Notem Tayeng scored two goals, Tarik Talom and Tamo Jomyang scored one each for Solung UFC while Karsing Panggeng scored the lone goal of Mebobian FC.

Tarh Lugu FC beat New Young FC 3-0

ITANAGAR, Aug 6: Tarh Lugu FC defeated New Young FC 3-0 in the 9 Warriors 10th Independence Running Trophy Football Tournament at KV No.2 Playground here today.

All the goals were scored in second half by Tarh Gagu in 58th and 78th minuntes and Duyu Namin in 71 minutes.

In the second match of the day, Hills Rider FC lost 1-2 to Mukum Mapa FC.

Bomi Tassar put Mukum Mapa FC ahead in 78th minutes before Tasso Tai doubled the score in 82nd minute. Tania Mara of Hills Rider reduced the margin to 1-2 by scoring in 87th minutes, according to organizing committee.

ITANAGAR, Aug 06: Salla Panchayat FC defeated Leporiang FC 2-1 in the third quarterfinal match of the Tiger 7 Football Tournament at Sagalee today.

Tana Tana and Ngurang Baba scored one goal for Salla Panchayat FC while the lone goal for Leporiang FC was scored by Nabam Tada, according to organizing committee.

 

KV facing teacher shortage problem

PASIGHAT, Aug 6: Kendriya Vidyalaya (KV) Pasighat is facing acute shortage of teaching and clerical staff which is affecting the students immensely. According to official sources, only 3 regular teachers are available in the school and the authority has roped in part time contract teachers to fill the shortage. There is no full-time Principal or Vice-Principal and single clerk in the school.  

It is one of the biggest schools in the district with good number of students from Class-I to Class XII. Students of the school meeting the DC-cum- Chairman apprised how they are facing many problems in studies due to the shortage of teachers, particularly in science stream.

Taking serious note, the Chairman Nidhi Srivastava assured them that there will be no compromise with facilities and the quality of education in the KV. Students are the future guardians of the nation and for their brighter future she has already discussed the matter with the appropriate authority.

ABK Lower Dibang Valley unit demands expedition of  investigation

ITANAGAR, Aug 6: The Adi Baane Kebang Lower Dibang Valley District unit has written to deputy commissioner Lower Dibang Valley drawing his attention towards mysterious death of one Nong Pertin, who was found dead at Bhismaknagar.ABK district unit in its letter stated that, “The death of Late Nong Pertin remains a mysterious one as his motorcycle was recovered from Shantipur (Podumpukuri) and his dead body was found at Bhismaknagar. So, from the facts stated above it can be concluded that the death of is not a suicidal one rather it is an established case of cold blooded murder.” Further strongly condemning such inhuman and barbaric act, they appealed to the deputy commissioner to expedite the investigation, so as to deliver early justice to the deceased and the bereaved family.

 

MLA visits injured passengers at GH Pasighat

ITANAGAR, Aug 6: Mariyang-Geku MLA Olom Panyang visited injured passengers at hospital who received injuries in the recent Sumo accident at Lagru, about 8km from Mariyang under Upper Siang District. Two persons died in the accident while many others injured.

The MLA offered some financial assistance and fruits to the injured passengers at General Hospital Pasighat and prayed for their early recovery. He also conveyed his condolence to the bereaved family members of the two deceased persons.

Meanwhile, Panyang has lauded the efficient management of the hospital by medical team under the guidance of the Medical Superintendent.

 

Society submits memo to DC

KHONSA, Aug 6: All Tutsa Welfare Society submitted memorandum to the Tirap Deputy Commissioner today demanding immediate arrest of the culprit involved in the cold blooded murder of Khunwang Kitnya of Thungjang village under Lazu Circle in Tirap district on August 4 at Ziro in Lower Subansiri District. The memorandum states that the murder of an innocent man had evoked anger and resentment among the Tutsas. It further states the unfortunate victim was working to earn his livelihood under the person who committed the heinous crime.

The Society strongly condemns the murder and seeks judicial enquiry and book the culprit at the earliest. The ATWS also demands compensation from the administration to the family members of the victim. The memorandum further said that such crime against innocent people would disturb the prevailing peace in the state.

The Tirap DC has assured the ATWS leaders to set up enquiry into the murder and punish the culprit as per law. In the meantime, the DC urged the members of Tutsa community to maintain calm. DIPRO

 

KDPSSU expresses concern over pathetic condition of schools

ITANAGAR, Aug 6: Claiming that many of the schools under 21st Koloriang Constituency are in pathetic condition for the want of basic requirements or encroachment by the local people, the Koloraing Damin Parsi Parlo & Sarli Students’ Union (KDPSSU) has urged the local MLA, Kurung Kumey district administration and the concern authorities to provide basic amenities and construct boundary walls for the schools.

In a release, while saying that it had made extension visit to the schools of the area claimed that Govt. Hr. Sec. School, Koloriang, Govt. Sec. School Parsi-Parlo, Govt. Sec. School Sarli, Govt. M. E. School, Nikja and Govt. Sec. School, Damin are being encroached by the local people.

Large number of school building and quarters are occupied by civilians in Sarli, Damin, and Parsi- Parlo circles. In Govt. Sec. School, Sarli and Govt. Middle School, Nikja, the kitchen house is like a piggery farm. There is acute shortage of teachers for math and science subjects, classrooms, teacher’s quarter, Hostel for boys and girls, Desk-bench in various Primary and Middle schools. Even basic requirements like toilet are not available. Some infrastructures are so poorly built that it is no more useable. The students of these schools are either studying sitting on stones or leaves, the union further informed.

ITANAGAR, Aug 6: The 10th Youth foundation cum felicitation day of Parang Pastoral Range Youth Department NBCC was held at Parang Baptist Church on August 3 last.

Techi Bhulo (9.2%), Nabam Ama (8.6%) and Nabam Yamak (8.6%) of Class X and Ngurang Mana (85%) and Tana Nana (55%) of Class XII were felicitated.

IDCF launched, awareness prog on JE organized

SEPPA, Aug 6:  Though the Intensified Diarrhoea Control Fortnight (IDCF) started on July 28 with setting up of ORS-Zinc corners in the district, the East Kameng District Health Society had launched the IDCF on August 4. All the ASHAs, AFs, ANMs, GNMs,  MOs of the periphery  health centres attended the program.

The Program started with giving ORS to children by District Zilla Chairperson Meyuk Cheda and Changku Sangdo ZPM Seppa West.

Dr. K Lapung DRCHO highlighted about the program initiated by GOI and the role of field staff in carrying out the program successfully.

Dr. T J Tara, Pediatrician spoke about the importance of breast feeding during the illness. Dr. Dirang Pizi DVBDCPO gave details on Japanese Encephalitis and said people need not panic about the disease.

DMO Dr. N. Geiyi directed all the staffs to go back to their place of postings and implement the program along with ASHAs, AWWs and AFs successfully.

Meyuk Cheda ZPC while addressing the gathering suggested that, all the staff of the department have to maintain softness, politeness and welcoming attitude during the duty hours. She suggested that team spirit should be maintained in the department specially the doctors and the nursing staffs.

Changku Sangdo ZPM Seppa West stressed on staying of ASHAs in their respective village and the medical staff in their place of posting. She suggested “we all must be satisfied with whatever we have and we should not compare ourselves with others.”

 

District land use board meeting held

PASIGHAT, Aug 6: District Land Use Board meeting was held in the conference hall under the chairmanship of the Deputy Commissioner Nidhi Srivastava.

Director, State Land Use Board, Joram Puppa, East Siang Soil Conservation Officer ND Pubiyang, DAO, DHO, ADTH, DVO, DFO, DFDO and ADI were present in the meeting.

While chairing the meeting DC Srivastava urged the board members to prepare a long term prospective plan to ensure proper use of land in the district. She while informing that “Mebo” has been selected as pilot project, categorically instructed the board to take into consideration the tropical climatic conditions while making the concept paper on sustainable and integrated Socio-Economic Development of the area. The DC stressed for proper use of vacant lands for sustainable economy and further stated that practical and scientific approaches are necessary while preparing the long term plan. She advocated for encouraging medicinal plants which is in abundance in the State besides floriculture, horticulture produces and cash crops in such lands. She while seeking coordinated efforts towards the functioning of state Land Use Board stated proper monitoring mechanism need to be put in place for all kinds of projects taken up under the Board.

Earlier, the Director Puppa and SCO Pubiyang elaborately shared their views on mission and objectives. Our major concern is how to control and convert single cultivation into multi cropping agricultural or horticultural land making it economically viable. DIPRO

 

PMC reviews its activities

PASIGHAT, Aug 6: A general body meeting of the Pasighat Municipal Council (PMC) was held at its conference hall here yesterday in order to assess the performance of the Council after completion of one year and to chalk out action plan for the future. The meeting presided over by chief Councillor Denong Tamuk was attended by all the officers/officials of PMC and members of the Ward Committee of various wards.

The Municipal Executive Officer Nixon Lego explained in detail about the thirteen subjects that are delegated to the Pasighat and Itanagar Municipal bodies and urged on upon all the Councillors to prepare action plan under the delegated subjects.

Further, the house adopted resolution for early introduction of user charge especially for sanitary activities and parking within the Pasighat Municipal area. A meeting to this effect shall be convened shortly inviting all the stakeholders including Market Association, District Administration, NGOs, PRI body, Resident Welfare Associations and senior citizens to evolve mechanism for introduction of tax regime.

Meanwhile, the Chief Councillor Tamuk appealed to the District Medical Officer to take all preventive measures to contain JE, malaria and all other vector borne diseases in the district. DIPRO

 

Solung Football Tournament at Yingkiong kicks off

YINKIONG, Aug 6: The Solung Football Tournament was today kicked off by Upper Siang DC Dr Tariq Thomas at the general ground here in the presence of SP, DMO, DVO, DVO, DAO, ADTH and ASO among others.

Speaking on the occasion, the DC called on the participants to maintain sportsmanship. A total of 26 teams are participating in the tournament on league match basis. The opening match was played between Donyi Sanggo team Mariyang and Shaolin Soccer Club. (DIPRO)

 

Continue fogging process, says ICDWA

ITANAGAR, Aug 6: Seeking prevention of further spread of Japanese Encephalitis disease, the Itanagar City Development Welfare Association (ICDWA) has requested that the state health department to continue the process of fogging in the Capital.

In its memorandum submitted to the director of health and family welfare, it blamed state government saying that the disease spread because of its negligence.

While also seeking free JE vaccine for all, it further asked for conducting statewide checking drive on expired medicines.

 

Open selling of meat prohibited

ZIRO, Aug 6: Lower Subansiri District Magistrate Krishna Mohan Uppu under Section 133 Cr PC has banned the open selling of meat in the town, almost in all the public places and Government land as it is detrimental to the public health. The order came into effect immediately. The violators of the order will face action like removal of the public nuisance  and seizure of materials. DIPRO incharge.

 

AGSU dismayed over delay in declaring HQs of Lower Siang

ITANAGAR, Aug 6: Expressing solidarity with District Demand Joint Action Committee (DDJAC), Galo Peoples Federation (GPF) and various other organizations and unions in their movement for establishment of the permanent district headquarters of Lower Siang at Sikirima and the temporary at Likabali, the All Galo Students’ Union (AGSU) has expressed dismay over inordinate delay in declaration of the place of the district headquarters by the government.

Claiming that various Galo based organizations, unions, association have identified Sikirima as permanent and Likabali as the temporary headquarters of Lower Siang and have been demanding for declaration of the same for the last many years, AGSU demanded the state government for early notification of the same to avoid any democratic movement which may hamper the development process.

“Peaceful dharna, public rally and numerous delegations, representations and memoranda submitted to the government in support of our demand resulted in nothing but hollow assurances,” rued AGSU.

ZPM seeks PS at Nafra

ITANAGAR, Aug 6: The Nafra ZPM, Miali Sangchoju has urged for early establishment of a police station at Nafra.

In its memorandum submitted to the chief minister, it said that despite state government’s sanctioning for opening up of a police station at Nafra, it is yet to start functioning.

When the situation was apprised to the West Kameng SP, he informed that manpower against Nafra PS has not been sanctioned by the government and that they are unable to spare the manpower from the existing police station, Bomdila, the letter stated.

He also demanded for establishment of a full fledged BDO at Nafra saying that the office of BDO, CD-Block Nafra is run by the EAC.

 

Cleanliness drive conducted at Palin

ITANAGAR, Aug 6: A mass cleanliness drive was conducted at Palin market yesterday by Palin Area Youth Welfare Association (PAYWA).

The drive was also participated by general public, student leaders and government officials. Sewages, drainages and garbages were cleared during the daylong drive.

Encephalitis death toll rises to three, Pul calls for preventive steps

Itanagar, Aug 6: With the death toll by Japanese Encephalitis (JE) rising to three, following two deaths reported from Changlang district recently, Arunachal Pradesh Health & Family Welfare Minister Kalikho Pul has called upon the medical fraternity to rise to the occasion to contain the spread of the disease.

While a 14-year-old boy from Upper Subansiri district lost his life to JE on July 24 last, a 17-year-old girl from Longman village and a 37-year-old woman from Laktang village, both in Changlang district, succumbed to the dreaded disease on July 31 last while undergoing treatment in a hospital in Dibrugarh (Assam).

Pul told the mediapersons that he has convened a high level meeting tomorrow to assess the situation, the preventive steps initiated and the steps required further.

Official sources said that a senior officer of the union health ministry is expected to arrive here on August 11 next to assess the situation.

Pul made a fervent appeal to the masses to use protective clothing, bed nets and repellents as there is no specific treatment for JE and no effective anti-viral drugs to treat it has been developed so far.

Advocating drying up stagnated water sources (the breeding ground for JE-carrier mosquitoes), and spraying of insect repellent like DEET ((N,N-diethyl-m-toluamide) in the affected areas, Pul said residents of rural areas in endemic locations are at the highest risk.

The virus cannot be transmitted from person to person, but mosquitoes become infected by feeding on domestic pigs and wild birds infected with the JE virus. These infected mosquitoes then transmit the virus to humans and animals.

Culex mosquitoes, the principal vectors, are prolific in rural areas where their larvae breed in ground pools, especially in flooded rice fields. The JE virus is transmitted seasonally. In temperate regions, it is transmitted during the summer and early fall, generally from May to September, he added.

 

 

Women conduct operation against ganja cultivation at Ziro valley

ZIRO, Aug 6: More than two hundred women gathered here at Subansiri Stadium yesterday to join a programme called “Bhaang Operation” spearheaded and organized by the All Arunachal Pradesh Women Welfare Society (AAPWWS) Ziro branch.

The women including Anganwadi workers, gaon burih, members of Hong Farmers Club, Siiro Farmers Club and from many women based organizations of the valley took part and destroyed large quantities of bhang (ganja) both wild and cultivated at various locations including inside the jungle of Ziro Valley.

Informing that they had carried out similar operation last year, AAPWWS Ziro branch Secretary Dusu Amer said that as per estimation the extent of bhaang cultivation in Ziro Valley is found to be lesser this year. Even then, we will continue to take up this operation till last plant is destroyed, she added and warned people not to wait for them to destroy their plant if they are cultivating it.

Talking to this correspondent, Lower Subansiri district unit Anganwadi workers Secretary Bullo Yaro categorically stated that taking up of ‘Bhaang Operation’ is just a part of their objective to make Ziro Valley a drug free zone so as to save the youth in particular and society as a whole – after all, bhaang is an addictive substance, a kind of drug which has a devastating impact on youth. Using with these kinds of additive substances, youth are getting disturbed in their academic pursuits as well as in their normal lives. So to save them, we are taking up this programme to destroy bhaang plant both cultivated and the wild to exterminate from Ziro Valley, she added. Earlier, while flagging off the “Bhaang Operation” in the morning, local MLA Tage Taki appreciated women group for taking up such kind of activities to check production of illegal substances which has adverse effect to human health and life. Their philanthropic job deserves appreciation from both people and government, he added.

Stating that destroying of ganja today by mothers is to protect the future of their children, he appealed younger folk to avoid taking such kind of addictive substances which affect normal life in many ways and also appealed farmers not to cultivate such kind of controversial plant from next year to avoid legal action.

Mentioning that destroying of ganja, opium etc are duty of district administration and police department, Tumme Amo, Superintendent of Police, Ziro, who was also present during flag off ceremony,  appreciated women group for their activities. He also appealed them to keep up the spirit.

In spite of taking up such kind of preventive measures, there are many drug addicts in the Valley which need immediate attention, said a senior citizen.  The best solution is to reach the young people in school or college with effective drug education before they test the drugs. Drug prevention specialists are to take part while conducting awareness campaign in school and colleges and we should not leave inexperienced person alone to do the job, he added.

 

 

Survey work for Trans Arunachal Highway in Lower Subansiri district completes

ITANAGAR, Aug 6: The survey work for Trans Arunachal Highway spanning 157.7 KM and covering Yachuli, Ziro and Raga has been successfully completed by the Lower Subansiri district administration in co-ordination with ECC & ECI, concessionaire and PWD line department of Trans Arunachal Highway.

Government had issued notification in this regard on 17th February this year. The modalities for survey work team constitution and briefing was done immediately after simultaneous election in the month of May. The actual survey work started in the month of June, 2014 and has been completed in less than two month.

Deputy Commissioner Krishna Mohan Uppu Ziro congratulated all the teams for conducting the survey work in record time braving the inclement weather. He also extended gratitude to people of Lower Subansiri for their cooperation in completion of survey.  The proposal for approval of compensation to the effected land owner will be sent to the government after conducting public hearing and completion of requisite documentation by the line department.

He also expressed hope that the highway work will start at the earliest and the people of district will travel on the improved road very soon.

 

 

CS urged to review industrial shed allotment policy

ITANAGAR, Aug 6: All Arunachal Contractors’ Welfare Association (AACWA) has appealed to the Chief Secretary to review process or system for allotment of industrial sheds in Capital Complex in the greater interest of unemployed youths who want to set up micro and small industries in their own.

Industrial sheds in Capital Complex were allotted to individuals and firms 20-25 years ago during the time of establishment. But they are still occupying the allotted sheds and most of them have now become established businessmen and politicians, AACWA said in a memorandum to the Chief Secretary.

According to AACWA, they do not need those sheds no more. Moreover, they are allegedly giving their allotted sheds to third party on rental basis, the memorandum said.

Informing that there are so many young and upcoming entrepreneurs in the state, who want to set up micro and small industries in Capital Complex for self employment but could not do so for want of sheds, the memorandum urged the chief secretary to review the process for allotment of industrial sheds or allot them to upcoming entrepreneurs to help them set up their own industry. This will also fulfill the main objective of setting up of industrial sheds, the memorandum added.

 

 

Prof. Mibang releases biodiversity newsletter of CPEB

ITANAGAR, Aug 6: Rajiv Gandhi University (RGU) Vice Chanchellor Prof. Tamo Mibang today released the first volume of biodiversity newsletter published by Centre with Potential for Excellence in Biodiversity (CPEB), RGU.

While releasing the newsletter which highlights the activities of the CPEB, Prof Mibang said, ‘Nation is built in university classroom’, therefore, teacher/scientist and other scholar in university have a big responsibility. We have to develop work culture and only then we can make a breakthrough in research. Research which does not contribute to society is worthless, he opined and urged the researchers in the CPEB to fully explore the biological resources and develop a digital database of the natural resources of the state.

Prof.  HN Sarma, Coordinator CPEB, informed that apart from biodiversity inventory and biodiversity survey, the centre has also started Advance Post Graduate Diploma in Biodiversity (APGDB) course and  Ecology and Wildlife Biology paper to spawn skilled human resources for management of biodiversity of the state in future.

Prof. DN Das, Dean, Life Science, Prof. AK Das and Dr. Hui Tag opined that Botanical Garden is quite necessary for in situ preservation of diversity of plant, particularly threatened, rare and endemic plant of the state. They suggested for renovation of the botanical garden at RGU as it may serve as reservoir of plant diversity in future in view of increasing deforestation.

 

 

Noted social worker Tame Yam Natung passes away

ITANAGAR, Aug 6: Noted social worker of the state and former chairperson of the State Social Welfare Board Tame Yam Natung breathed her last this afternoon at R K Mission Hospital after prolonged illness.

Born at Hiya village in Kurung Kumey, she was a noted social worker since her school days who had always fought against social ills like child marriage, forced marriage and advocated for girl education. After completing her graduation she was associated with various social and cultural organizations across the country. Later Yam Natung was appointed as the Chairperson, Arunachal Pradesh Social Welfare Board with the status of Minister of State status during her time.

Meanwhile, Chief Minister Nabam Tuki has expressed grief over the unexpected demise of Tame Yam Natung, one of the most prolific woman activists of her time ever produced by Arunachal Pradesh, who went on to hold the prestigious post of Chairperson of the State Social Welfare Board for two consecutive terms.

Extending his condolences to the bereaved family members, particularly husband Dr Biman Natung, the Chief Minister said that Late Yam Natung will be remembered as one of the pioneers of social activism in the state,  in the field of women emancipation and upliftment of the downtrodden.

“In her we have lost one of the most straightforward woman activists,” he said in a condolence message this evening.

Late Natung, besides leading the State Social Welfare Board as its Chairperson, also served as Secretary, State Council for Child Welfare.

The Chief Minister observed that because of her genuine concern for the weak and downtrodden, the government had endorsed these coveted posts to her, which she took up wholeheartedly and served the people to her utmost.

“She was a prolific writer and her contribution to the growth of VKV organization in the state will always be remembered,” Tuki said.

While praying for eternal peace of the departed activist, the Chief Minister expressed hope that the Almighty will give enough strength to the bereaved family to bear the loss.

Meanwhile, Bharatiya Janata Party, Arunachal Pradesh expressed deep shock over the demise of Tame Yam Natung, who served the party as state president of Mohila Morcha during 2009-10 and National Executive Member, Mahila Morcha, BJP.

Her demise is a irreparable loss for the state, said BJP state president Tai Tagak  in a condolence message. Her contributions towards the state will always be remembered in the days to come and her struggles in life will always inspire  the younger generations, Tagak said.

The party prayed to Almighty God for heavenly abode of her departed soul and bestows enough strength to bereaved family members and relatives to bear with the traumatic situation.

The Nyishi Elite Society (NES) also deeply mourned the death of Tame Yam Natung. She was one of the founder members of NES and served as executive member for long time.  Late Tame Yam Natung was also 1st generation social worker of Nyishi society, said NES in a condolence message.

The NES central executive members in a condolence meeting observed two minutes silence for heavenly peace of the  departed soul.

 

 

Doctors instructed to mention generic names of drugs compulsorily’

ITANAGAR, Aug 6: All the medical practitioners have been instructed to mandatorily mention the generic name of a drug when they prescribe a medicine as per the directive of Supreme Court (SC), said Director of Health Services Dr. K. Nishing.

He clarified this when Arunachal Pradesh Chemist and Druggist Association (APCDA) raised the issue in a coordination meeting in the Conference Hall of the Directorate of Health Services (DHS), Naharlagun today.

With regards to demand on complete ban on propaganda cum distributor (commission based company), Dr. Nishing assured to look into the matter after consultation with the Drugs Control Administration of the State. In this regard, he requested APCDA to furnish relevant documents for obtaining approval of the Govt.

Regarding the inclusion of representative from APCDA in the ethical committee of APMC, it was clarified by the Chairman, of Ethical Committee that the APMC is a statutory body and its members are elected from amongst the member of the Medical Council. However co-opted member may be inducted after discussion by the Council.

The meeting was attended by representatives from Arunachal Pradesh Medical Council (APMC), Ethical Committee- Medical Council of Arunachal Pradesh, Arunachal Pradesh Doctors’ Association (APDA), Arunachal Pradesh Chemist and Druggist Association(APCDA), Drugs Control Administration and officers of the DHS.

 

 

Hundreds take out candle light march, demand justice for N Pertin

ROING, Aug 6: Several hundred people marched today in remembrance of Nong Pertin, a 27-year-old man who was found dead near Chipu River, in Bhismaknagar on July 31 last.

Leading the candle light march, the Dibang Adi Students Union (DASU) demanded for judicial inquiry into the death. Alleging foul play, the student union has demanded immediate arrest of the 'murderer'.

The body of Nong was found hanging in a tree, and was spotted by GREF labours working on NH52 highway. He was missing since July 26 last.

The peaceful march began from Roing Bazaar Gate around 6pm, and culminated at General Ground. A large number of people from local Adi and Mishmi community assembled at the ground to pay homage to Nong by placing candles in front of his portrait.

The portrait that lay erected had a message dedicated to Nong - "He always wished us Sunshine. Strangely Sunshine also seems lost with him. We can just hope that he has proceeded to another world to spread more Sunshine there."

A resident of Parbuk village, Nong was born in 12th January 1987, to father Tobing Pertin and mother B Langkam - a DASU leader read out a brief memoire of the deceased to the mourners. "He was a graduate of Don Bosco College, Itanagar, and was a person of high moral and character," he read.

Addressing the gathering, a relative of the deceased, appealed all to stop crimes; since similar fate could befall on any family. "A case has been registered at the police station, and one day the culprit will definitely be identified," said the relative, and added that such crime should never be tolerated in any civilized society.

 

 

SK oil retailers asked to maintain stock properly

ROING, Aug 6: Lower Dibang Valley District Deputy Commissioner Shiv Kumar in a meeting with the S K (Superior Kerosene) Oil retailers of the district asked them to make SK oil available to the bonafide consumers of the district on production of Ration Cards. He further asked them to maintain proper stock of the SK Oil with daily Stock & Sale register while informing that the Magistrates and the officers from DF&CSO will make surprise inspection and verification of their stock and selling from time to time. He said to take stringent action which may lead to cancellation of their licence if these directions are not followed saying that this is being done to curb the illegal selling of kerosene in the district.

Deputy Commissioner further asked the DF&CSO to make an arrangement for block-wise selling of SK Oil (once in two months) so that the consumer gets a minimum of 3 litres per Ration Cards when informed by the department that the monthly allocation of kerosene in the district is very meagre with only 23,000 Litres per month and on this allocation one consumer gets only 1 litre 600 millilitre per ration card per month. He also assured to take up the matter with the higher authorities to enhance the SK Oil allocation to the district.  He also asked the officer to prepare a village wise coverage of a particular SK Oil retailer as most of the consumers do not know where to get their kerosene oil. He further directed to make it aware to the consumer through the notice board and also through the Retailer Shops by pasting them in front of their shops.

The District Food & Civil Supply Officer, Rabo Ratan requested the kerosene oil Retailer to get their stock & sale register countersigned by him in the beginning. He also asked them to put proper sign board in front of their Retail Shop as PDS SK Oil Counter for the notice of the consumer.

The SKO Retail Shop Owners also expressed their grievances especially regarding the extra cost involved in transportation of kerosene to far & remote areas like Hunli-Desali and Dambuk-Paglam areas.

Rajneesh Gupta, Superintendent of Police, Kamin Darang, Sanjay Taram, Olom Panggeng Circle Officers, N Lego, ARCS, H Tath, SDF&CSO, officers & officials of DF&CSO attended the meeting besides SK Oil retailers.   

The District Administration has further issued an order to all the private shopkeepers not to keep stock or sell any PDS items like PDS Rice, Wheat and SK Oil from their shops. In this regard, the Deputy Commissioner has informed them to make surprise checking or raids that will be conducted from time to time and if any shop keeper is found involve in unauthorized stocking or selling of any PDS Ration Items in their premises, than his stock shall be seized with all receptacles and legal action shall be taken against the defaulter under the provisions of the Essential Commodities Act, 1955 (10 of 1955).  DIPRO

 

 

DSU demands ban on illegal stone crusher units, quarrying

ITANAGAR, Aug 6: Doimukh Students` Union (DSU) has urged the Papum Pare Deputy Commissioner to ban all illegal stone crusher units and quarrying along Pachin and Pare (Dikrong) rivers under Doimukh circle.

The union alleged that the owners of these stone crusher units and quarry are rampantly mining minor minerals from the rivers for the last many years violating the Arunachal Pradesh Minor Mineral Concession Rules 2002 and Environment Protection Act.

The Pachin and Pare are two main rivers of Doimukh circle and the unchecked extraction of minor minerals from the river banks have posed serious threat to river eco-system and destruction of river’s beauty.

The union alleged that there are atleast six stone crusher units—both big and small—under Doimukh circle and the raw materials required for these stone crusher units are procured from Pachin and Pare Rivers. Moreover, these stone crusher units have been set up in the middle of residential areas, which is clearly violating the guidelines for setting up of stone crushing industries, the DSU said.

“Such stone crushing industries cause air and noise pollution which has become a major problem affecting public health,” the students union said. It also claimed that the State Geology & Mining Department, Government of Arunachal Pradesh has not issued any license for setting up of stone crusher units nor notified any quarry area for mining activities at Doimukh circle.

The union also alleged that some of the proprietors of stone crusher units are also using excavators for digging and extraction of minor minerals from river banks as well as river beds and has also diverted the natural course of river flow in many places. Moreover, the Highway Construction Company and Construction Company of Pare Hydro Project (NEEPCO) have also setup stone crusher units at Pare river bank for their construction activities and these companies polluted the river water by regularly dumping earth waste in the river during the working season.

The Railway Construction Company too have procured huge quantity of minor minerals from the Pachin and Pare river bank for their construction activities and extracted minor minerals in huge quantity by deploying excavators near Doimukh bridge area, the release said.

The union expressed doubt over the integrity of the AMDO & Mining Guards posted at Doimukh by the Department of Geology & Mining, Govt. of Arunachal Pradesh because even if they are aware of ongoing illegal mining activities under Doimukh circle they are reluctant to take any action against the violators and are also responsible for revenue leakage in the department.

DSU demanded the District Administration to initiate immediate ban on extraction of minor minerals from river and operation of all illegal Stone Crusher Units for the greater interest of local inhabitants and to protect the environment and to stop illegal exploitation of available natural resources of Doimukh.

 

 

Hand washing important for preventing diarrhea

ITANAGAR, Aug 6: Hand washing is the simplest and most effective way to keep diarrhea at bay, said Tawang DRCHO Dr. Lobsang Tempa.

While demonstrating the techniques of proper hand washing in a review meeting of intensified diarrhea control fortnight at Tawang yesterday, he stated that proper hand washing is the most vital part to prevent spread of infectious diseases.

District Medical Officer Dr. Wangdi Lama suggested the education department to make the six steps of hand washing in school mandatory and teach the students about the importance of proper hand washing before and after meal. He also urged the Zilla Chairperson to highlight the six steps of hand washing during the Zilla Parishad and Panchayat meetings.

The IDCF programme has been divided into two phases. While the health workers will be providing ORS sachets to children of below five years through door to door visit in the first phase exclusive breast feeding will be the main theme in the second phase of the campaign, he informed.

Tawang  Deputy Commissioner Abhishek Dev gave emphasis on accurate and regular monthly reporting of health facilities in the district for better regulation of health facilities. He asked the health department to focus and target the high risk areas, residential schools and far flung villages for complete success of the IDCF programme.

He showed his disappointment over the functioning of Anganwadi workers in the district and directed the Tawang CDPO to review the functioning of anganwadi centres in the district.

Anganwadi workers are vital for smooth implementation of all programmes and they ought to dispense their duties sincerely”, he said. He cautioned the non-performing Anganwadi workers of taking action, including termination from their job.

Further, he urged the education department to provide medicated soaps for hand washing to schools through school funds.

The meeting was presided over by Tawang ZPC Jambey Tsering, ZPC and attended by HoDs.

 

 

Anti-drug awareness campaign held

CHANGLANG, Aug 6: Slogan like ‘Drugs Ko Hataoh – Samaj Ko Bachao’ & ‘Drugs Ka Sewan – Nahein Karna’ echoed Manmao township as hundreds of public including students of Secondary School, Manmao, Govt officials, panchayat leaders, teachers, gaon gurahs and Mahila Mandal took out a mass procession as a part of anti-drug awareness campaign organized by  the district SSA mission recently.

During the 1st day of the programme on July 29, games and sports activities were conducted. This was followed by awareness on RTE and Shiksha Ka Haq Abhiyan wherein the district coordinator - SSA, BEO (HQ), BEO Cum BRCC Manmao and Headmaster Manmao explained bout the RTE and  Shiksha Ka Haq Abhiyan.  

The second day of the campaign began with awareness meeting attended by panchayat members, SMC, teachers, Mahila Mandal, GB, etc. after the mass procession. The meeting was chaired by Changlang DDSE Hortum Loyi.

Dr. P Tangha, MO, Manmao, who was the resource person, spoke on various kind of drugs and its affect or harm on its users in details.

Chomna Chena who was once addicted to opium shared his past experiences and requested the gathering not to fall into the trap of drugs/ opium.

Lungkhum Mossang ZPM, Mahila Mandal President, public leader and GB praised the department for organizing such programme and spoke the ills of drugs. They also resolved to join hands to fight against drugs to make the society drug free.

LW Babu, Circle Officer Incharge, Manmao lauded the DDSE and other officials for organizing the programme at Manmao. He spoke on drug and drug related laws and requested the people to be aware of the laws.

DDSE Hortum Loyi also spoke against drugs and hope for positive result from the programme. He also addressed the students    and asked them to maintain discipline at their homes and in schools. He also said that education is the right of every child, so all children should come forward to achieve their rights.

At last he lauded the Mahila Mandal, PRI and all section of the society for their cooperation in making the programme a grand success, according to an official release.

 

 

Todo United crashed out,  CM’s 11 continue  winning streak

NAHARLAGUN, Aug 6: Todo United who entered the tournament as one of the favourites today crashed out of the fifth Eagle Trophy following their second successive  against FC Doimukh, going down 2-1.

Nguri Abim gave Doimukh the lead in the 11th minute of the game after a volley attacks from both teams in the first ten minutes. Abim’s goal however, would be cancelled out just before the break when Rajesh Subba hit home the equaliser in the 41st minute. Finding himself one-on-one with the Doimukh goalkeeper, Subba made sure he made no mistake from the six yard box.

The second half of the match witnessed some intense individual battles all across field. The match could have taken an ugly turn when a referring decision upset Todo United officials. Fortunately the team and staff kept calm and did not let the situation get out of hand. However, their misfortunes would not end until the last whistle was blown as the Doimukh players rallied for a winning goal. Tame Dolu’s 76th minute strike would be the final nail in the coffin for Todo United.

In the other match played earlier today, the CM’s 11 continued their winning streak beating 19th Nyapin FC 2-1.

Tage Taht gave the CM’s 11 the lead in the 33rd minute and the team managed to keep the Nyapin players at bay for the rest of the first half. However, the CM’s team’s lead was cancelled out early in the second half when Lingdom John equalised two minutes after play resumed.

Despite putting in a solid performance, the chief minister’s players would eventually go on to seal the victory with Pani Raju scoring from a free kick to chip the ball over the wall in the 68th minute of the game.

 

 

Independence Cup football tournament gets underway

BOMDILA, Aug 6: The Independence Cup football tournament started at Bomdila yesterday. Inaugurating the tournament, Deputy Commissioner A K Singh in his message impressed on the need to maintain the camaraderie and the sportsmanship spirit.

“Bomdila has witnessed unsavory incidents of communal clashes in the recent past arising out of the fallouts of the football tournaments. The narrow-mindedness and communal feelings need to be done away with right away if the young talented youths are to be groomed in a positive and conducive atmosphere” said  Singh.

He also assured of facilitating bigger and more high profile football tournaments in the district in the coming days provided the organizing committees prove their mettle and the players as well as the people mend their ways.

Superintendent of Police Surender Kumar also reiterated on the importance of imbibing self discipline and inculcating the sportsmanship spirit all through the game and in life too.

The tournament is being organized by the All West Kameng Students Union (AWKSU) led by its President Minda Lungthen as the organizing secretary under the aegis of the district administration and with technical support and guidance from the District Olympic Association.

A total of ten teams are taking part in the tournament and the finals would be played on 15th of August. The winner team would take away the trophy and a cash award of fifty thousand while the runner’s up would get twenty five thousand. Besides the individual cash awards of five thousand each for the best player, highest scorer and best goal-keeper, the best disciplined team would bag ten thousand with free entry in the next year’s Independence cup football tournament.      

The district would also witness traditional dress show by young boys & girls and traditional folk dance of the six indigenous tribes inhabiting West Kameng during the Independence Day celebration; a pilot project initiated by the department of Arts & Culture with an objective of consolidating the ethnicity and tradition of the tribes and also to bring them together under a common platform to showcase its homogeneity. Issue directive on rape cases

Dear Editor,

Through your medium I want to make an Appeal to the Chief Minister to do away with an impediment for Justice especially to rape victim(s).

Last April a non APST Bengali Carpenter was arrested on the complaint of a group of women from 2 mile area of Pasighat town. The accused was alleged with the continuous Rape of his own daughter since last one year. The daughter is just 14 years old and studying in class VI in a Government school at Pasighat. A successive Bail application was moved by the accused in the Court of the Additional District and Session Court, Eastern Session Zone, Pasighat on 4th August 2014. I was appointed as the Public Prosecutor (PP) for the same Bail Application. On the day of the Bail hearing, I told the court that it was a  “rare of the rare” case and how can we even imagine an Accused in a Rape Case, who had been under judicial custody for some 95 days to be at large and allow him to live with the Victim under the same roof? Won’t it endanger the victim’s life? Won’t it trample with the evidence? Won’t it deny justice to the victim in the process?

But, the Hon’ble Judge granted Bail to the dreaded Accused stating that “I grant the Bail due to the default of the Investigation Officer (I.O) who failed to submit the charge sheet even after the lapse of 95 long days in a very-very sensitive case and above all, in accordance and provisions of law under section 167 CrPc. Section 167 CrPc provides in simple understanding that, “when the I.O fails to submit the Charge sheet before a Magistrate within 90 days time from the date of arrest, Bail is an ‘absolute right’ even if the crime is a rare of the rare case or the most heinous offence.

Now, put to our imagination of the victim who will face that devil each and every day all over again. What will be her physical and psychological condition? Imagine the trauma she has gone through at a very tender age and will go through all her life, the pain, the anguish, the agony and the frustrations of being born to a father who is much more dangerous than even a devil stranger.

I don’t have words to explain and express how miserable I felt as a father, a brother and a thinking man inside the court that very moment when the Hon’ble Judge pronounced and granted the Bail.

I was only thinking and concerned about the poor child, whose mother also had died when she was just 2 years old by taking poison due to the repeated harassments of the ‘Devil Husband who by now has turned to a “Devil Father”. I was encumbered with the thoughts of the fate of the victim girl, her condition and her future at the mercy of her own ‘Devil Father’ that too, each and every minute of her time un till she garners courage to run away somewhere even to a strange place far away from the clutches of her father. And these despondent feelings inside, prompted me to do my part in trying to do what I could, for the safety and security of the poor little girl. I requested the Police to provide her security and now she is shifted to her maternal grandparents at Assam.

After that I met the I.O who incidentally happened to be a woman. I exploded out my anguish upon her as to why she was not sincere enough to file the charge sheet on time and being a woman that too, for a Rape of a minor? She told me that she had put up the file to the Office of the Superintendent of Police (SP), Pasighat for the approval of the SP, as is the usual norm under section 158 (1) of CrPc which states that “every report sent to a Magistrate under section 157 shall, if the state Government so directs, be submitted through such superior officer of police as the state Government, by general or special order, appoints in that behalf.

While the SP, Pasighat sat on the charge sheet with reasons best known to him, without submitting it to a Magistrate, he was directly or in directly responsible for abetting an anti social in the guise of a human being to easily get Bail in a “rare of the rarest case”.

Here lies one of the prime faults in the Criminal Justice Delivery System of India. Why do we need an unnecessary rule for an I.O to need the approval of the S.P for submitting his findings of the case before submitting it to a Magistrate? Is the I.O not competent enough to do the job? If so, why can’t the SP do it himself/herself, at least in a rape case? Can’t we strive to fast track all the procedures at least in a rape case so that, justice is done and delivered at a shorter period of time than to take years as is, in the present trend.

I sincerely pray to the chief minister to issue a directive to the IGP and all the SPs of all the Districts of the State to file the Charge Sheet by concerned I.O(s) before the stipulated time as provided under section 167 CrPc and submit it to a Magistrate than to take the approval of the SP or even if the approval of the SP is needed, it has to be done within the stipulated time and promptly and the very same day the I.O submits the report to the S.P, it has to be sent to a Magistrate by the SP on the same day itself. And, if the SP is out on a leave, the Dy SP has to be mandated to follow the same procedures. As the section 158 of the Criminal Procedure Code 1973, empowers the state govt to issue directions in this regard, why shouldn’t a welfare state do the least for the welfare of its citizens, at least in a rape case?

We have been waiting for 15 years now

Dear Editor,

The contractual Medical Laboratory Technician working under NRHM would like to bring to the notice of the Govt. and the concerned department that inspite of all our possible efforts to serve the state since long years, no one is noticing our grievances. Like every other NRHM staff, we are underpaid, though we work hard as everybody else with dedication, posted in faraway remote places trying to save every single life we can.

It has been 15 long years since we have been humbly awaiting for attention from our state Govt. to help us get regularized. The services of doctors and nurses under the same scheme has been regularized continuously by the state govt. It is a pity that state govt does not seem to notice the laboratory technicians at all.

As per the govt. of India notification vide No. 10 (37) 2011-NRHM-1 Dated 21st December 2011, it is clearly stated that there should be creation of regular post and regularization of contractual staff within 5 years. It is our humble appeal to the govt. to give ears to our grievances and regularize all the contractual in general and lab technicians in particular as it has been 15 long years.

Atleast we deserve to be properly paid, to sustain our life in this today’s costly world . The govt. needs to consider our pitiable position.

Our state govt. has always given great emphasis and priority to education and health sectors but laboratory technician under NRHM are never given any consideration to get absorbed by our state govt.

Atmost one and a half decades has dragged in by miserly. But still there is no hint of hope for the laboratory technicians, who are being regarded as invisible and non-existent. Carrying a hope of getting regularized someday and with the faith on the govt so long, we have even crossed the age limits for applying other jobs. Only the govt is responsible for our handicapped position. Hence, the responsible must perform their responsibility and help us through.

We the Contractual Medical Laboratory Technician Welfare Association (CMLTWA) hope the present govt. and concerned authority will listen to our grievances.

An appropriate decision

Dear Editor,

We  would like to applaud the decision of the NHPC not to shift the Regional office from Itanagar to Guwahati. It is indeed quite appropriate that the Regional office should be located in the State itself as it is dealing with hydropower projects which are being carried out in the state. Shifting the office from Itanagar would have yielded a lot of disadvantage to the people of the state. The Regional Office located in Itanagar has to be accessible to the people of the state as the organisation concerns itself with power generation by tapping the hydropower potential of the state. Also, having the Regional Office within the state guarantees employment opportunities to the people of the state.

As responsible citizens of the State, we would like to thank all who have put in their endeavors to prevent the shifting of the office.

The CM Nabam Tuki and Minister of state for Home Kiren Rijiju for taking up the matter with immediate emergency. All the NGOs and Student unions who also worked towards preventing the shifting of the office are also to be applauded.

Over to IMC

Minister for UD, Town Planning, Housing, Art & Culture Pema Khandu along with Parliamentary Secretary U D Techi Kaso yesterday flagged off 18  number of Sanitation vehicles at the Directorate of UD, Itanagar. These sanitation vehicles procured under the Urban Infrastructure & Governance (UIG) component of JnNURM programme of UD was formally handed over to the Itanagar Municipal Council (IMC) to start the door to door collection of garbage in all the 30 Municipal wards of the IMC.

This is great news for the citizens of capital complex who are worried about unhygienic condition of capital. Hope IMC will make good use of these vehicles and keep capital complex neat and clean. But it is often seen that after procuring vehicles, the concern departments fails to maintain it and many stop running after few months. The 18 sanitation vehicles procured should not meet same fate. Now all eyes will be on IMC.
